Members of Congress can bypass the Speaker of the House and force legislation to the floor with a petition signed by 2/3 of the House of Representatives.
Why is this important?
Speaker of the House, John Boehner, is abusing his power for personal gain. He refuses to put the budget to a vote because there are enough votes for it to pass. He would rather shut the government down and hurt the American people than lose the backing of the Tea Party.
