Give a portion of ticketed speeders back to the town of the ticketing police department, as an incentive for better speeding enforcement in densely populated areas, to at least cover the costs of contested tickets.

Why is this important?

Our town police do not adequately enforce speeding in a residential area with a speed limit of 25 mph. The reasoning is too little personnel and eventual costs for overtime to officers who have to go to court on a contested ticket.
