A state shall not change voting rules in any way during a Presidential Election Year.
Why is this important?
I am concerned about states changing voting rules within months of a presidential election. I personally believe this undermines the democratic process in America, especially when the "new" rule is targeted to prevent, deter or eliminate votes from a particular class/type of voter.
