Make "Clean Bills" Mandatory in Congress

Amendments to legislation in either the House or the Senate must pertain to the original bill. It is wrong for either party to sneak unrelated legislation into a bill, especially one many legislators feel is a "must pass."

Why is this important?

Way too much legislation finds its way into law by being added to unrelated bills. Congress should make law on its merit alone, not because it was appended to a totally unrelated measure.
