Surcharges are fines assessed by MVC on an annual basis for drivers who have earned excessive points or committed a specific violation such as DUI. Surcharges are in addition to any court fines/penalties This has put many minority voters at a disadvantage because of the economic disadvantages. Having to pay the ticket, the fine assessed by the judge is more than enough. The fees assessed by the DIV of Motor Vehicle a form of predjuice and double jeperdy.

Why is this important?
