Governor Jerry Brown proposes to reform California's school finances, through a simple and transparent formula that funds similar students similarly, and links funding to the cost of educating students. The proposal will increase districts’ ability to design programs that best meet the needs of their students, as well as refocus the state’s role on monitoring student performance and intervening when districts show signs of struggling. The proposal has been praised by both the Public Policy Institute of California (PPIC), and California's nonpartisan Legislative Analyst's Office.
