Talking Filibuster

On day one of the 113th congress, change the Senate rules to require the classic "talking filibuster".

Why is this important?

Obama needs to appoint judges, a Secretary of State, etc. The "silent filibuster" allows senators to block appointments and other business without disclosing their names. (Note that the first day of a new session is the only day to change the rules in the Senate.)
Insist the the Senate reintroduce the classic "talking filibuster" on day one of the next session of congress.
