Tax based upon domicile instead of citizenship
Taxation based upon domicile, rather than citizenship, will allow the US to go after tax cheats with FATCA and still provide Americans living abroad with the same opportunities as their compatriots, American or those where they are living.
Imagine being a French citizen, living in the US and also being an American citizen, yet finding that no investment firm or bank will open an account for you to hold American stocks because of your French nationality. You cannot buy an annuity because the requirements on the US insurance company by the French government tax authorities make them unwilling to even give you a quote as long as you hold your French passport. Imagine being an American man, the family bread winner, and married to a French woman (who may also be American) she doesn't even work, yet you must declare your joint bank account to the French government and if you did not realize that in time, you could loose a large portion of the amount in the account due to heavy fines to the French government. Imagine that your US employer will not let you invest the funds in your retirement account in the US market because your French wife may one day be a recipient of the proceeds. Imagine not being considered for a job where you would have signing authority for the employers accounts because you are also a French citizen. Imagine not being able to invest in projects because of French citizenship. Americans living abroad have lost many freedoms due to US taxation based upon citizenship. Change to taxation based upon domicile, as does the rest of the world, so that Americans living abroad will have the same freedoms in their country of residence as they would have if they lived in the US.

Why is this important?
The US is the ONLY country taxing based upon citizenship. All the other countries recognize the impossibility of fairly imposing their citizens living abroad and recognize their value as "ambassadors".
