Texting & Cellphone use in vehicles must be baned

The use of any type of cell phone or texting device while driving should be banned in the state of Florida. Should any emergency necessitate usage (eg 911 issues), that driver must immediately leave the roadway, stop the vehicle, and then make the necessary call. Sufficient fines and penalties should be rendered to facilitate enforcement. The public welfare cannot be jeopardized by the un-necessary use of devices in the public domain, in other than emergency situations.

Why is this important?

The use of cellular phones AND texting, while driving is hazardous to the driver, passengers, pedestrians, and all who may come in proximity to a vehicle driven by someone using any such device. Fines should be administered and this practice should stop. The state of Hawaii has such a law, why not the state of Florida?
