The Champion Act
We petition the government of these United States to change federal education law to mandate that every national board and/or state certified teacher employed by any educational institution both private and public have a caseload not to exceed more than five ‘focus children’, whose education will be ensured through their efforts with overriding interest in favor of the child's needs.
Focus children are defined as but not limited to those living in an institutional or foster care setting, refugees or children of refugees and (or) immigrants with limited English proficiency, or those with an interrupted educational background or any combination thereof, who do not have a professional and/or specialty area teacher advocate with educational credentials championing and ensuring their best interests in an informed manner throughout their academic career, not only the preschool and early elementary school years, but secondary as well.
The teachers will be called academic coaches to work as a family advocate and guide to ensure a quality education process. Specialty area teachers such as English as a Second Language teachers, will be responsible for support in this area and be supported in their decisions. This law should be called The Champion Act.
