Trayvon's Law

Our legal goal is to ensure that any private or community based neighborhood watch/crime prevention program be monitored and registered with their local law enforcement agency.

If any member violates the conditions listed under the volunteer program, after signing an agreement to abide by the stipulations, policy and standing operating procedures, will face the maximum penalty for violating said conditions; if a person is injured or the loss of life due to a disregard, violation or breach of the guidelines of said volunteer organization.

We are asking for local, state and national support for the following petition which will seek our Florida State Representative to lobby at the House of Representatives; said bill to deter individuals and associations and/or organizations who are not registered with law enforcement agencies and solely conduct neighborhood watch measures on private property. If land owners do in fact implement a neighborhood or crime prevention association; any individual who is licensed to carry a weapon of any type, should be trained and monitored by local law enforcement agencies. Our goal and sole purpose is create a law which will deter and terminate the above-mentioned violations and breach of civil rights against humanity. We are proposing: "Trayvon's Law."

The purpose of this law is ensure that any individual who pursues any member of society; be it resident or non-resident of private of community property, and disregard law enforcement order to not pursue said individual and proceeds to act as a law enforcement agent or volunteer neighborhood watch or crime prevention representative for public or private property, and this appointed individual is involved in a verbal or physical confrontation and the result is injury or death; will be subject to a felony arrest with the maximum penalty for said charge(s).

It is our goal to ensure that the current guidelines as implemented by the National Neighborhood Watch programs abide by and report to local law enforcement agencies; be it private or community based.

The following guidelines should not be violated by volunteer and if they are; it will result in an arrest if the above conditions are violated, and should follow in pursuant to the sole purpose of a community or private based crime prevention program which enlist the volunteer efforts of (non) law enforcement agents or volunteers.

To prevent crime by improving security, increasing vigilance, and creating and maintaining a caring community in an effort to reduce the opportunities for crime

To assist the police in detecting crime by promoting effective two-way communication and the prompt reporting of suspicious and criminal activity

To reduce undue fear of crime by providing accurate information about crime risks, and by promoting a sense of security and community spirit...particularly amongst the more vulnerable members of the community

To enhance the police/community partnership by providing effective communication through systems such as the Neighborhood Watch Block Captain Program. The Neighborhood Watch Unit communicates with Block Captains via e-mail, fax, phone or mail of local crime trends which they may then disseminate to their Neighborhood Watch members.

The following guidelines should be followed and any follow-up action should only be by dialing 9-1-1 (identify yourself with name and your volunteer affiliation and law enforcement agency which you report to.
Afterwhich; the volunteer can relay to "law enforcement" dispatch the action of alleged individual they are reporting; such as color of clothing, ethnicity or any other such descriptions to assist law enforcement agents. Volunteer should also identify and vehicle descriptions if necessary and the direction alleged is traveling.

Volunteer should after instructions from law enforcement personnel, contact area residents of suspected occurence. Volunteers should abide by the rules and regulations of the neighborhood watch association leaders.

The below guidelines are as an example as to reporting "suspicious behavior."

Someone screaming or shouting for help

Someone looking into windows and parked cars

Unusual noises

Property being taken out of houses where no one is at home or a business is closed

Cars, vans or trucks moving slowly without apparent destination, or without lights

Anyone being forced into a vehicle

A stranger sitting in a car or stopping to talk to a child

Abandoned cars

We are asking for ANY support concerning the rights of individuals who have died at the hands of violating members of any type crime prevention or neighborhood watch association or organization. Our aim is to protect the public from individuals who violate policy which result in personal injury, death or actions detrimental or life threatening to the general public.

We ask that any individual who does qualify and agrees to monitor and report suspicious activity, do so "weapon free."

Why is this important?

This petition comes as a public outcry concerning a grave and horrific injustice concerning the shooting death of Trayvon Martin in March 2012.

Our goal is to call for the legislation to pass a bill and gain national support against any volunteer or U.S. Citizen who blatantly disregards the stipulations implemented in any neighborhood watch, crime prevention program and results in the loss of life, excessive force, verbal harrasment or pursuit of any individual they are reporting to a law enforcement agency or personnel.
