Institute a flat tax rate of approximately 19% with everyone under $45,000 a year paying nothing. No deductions. This will raise that tax paid by wealthy Americans, but not exorbitantly, and will provide relief for the poorest Americans who will not have to go without food and shelter to pay taxes. It will slightly reduce or not change taxes to everyone in the middle. It will also cut government spending with a smaller IRS since enforcement will be much easier.
