Congress should introduce a law making it illegal for a candidate to knowing lie during a political campaign. Limit campaigns to public funding. Outlaw private political contributions and make liars ineligible to receive public financing for their campaigns.
Why is this important?
Negative ads are bad enough but when they're untrue, it gives the voter a distorted view of their choices. This act would allow voters to make their choices based on actual qualifications rather than having to sort through lies and scare tactics.
