Truth in Fracking by adding Tracer Chemicals into the soup of chemicals used in fracking.

Require both the EPA as well as the PA state DEP (department of environmental protection) to modify the regulation requirement procedures by requiring a chemical tracer to be added to the mix of chemicals injected into fracked wells, This will enable determination of who and/or what company is at fault when pollution of the local water supply is questioned. This will determine when potentially at fault water pollution problems occur by tracing the source of such possible activities and either clear or hold a fracking well operator / company responsible for remediation / cleanup and environmental damage resulting.

Why is this important?

Fairness. Currently, people are required to do extensive and expensive testing prior to a well being drilled and fracked and then follow up with testing afterwards to prove that the problem did not exist prior to fracking beginning. If a company is at fault - and tracer chemicals can easily show if the driller was responsible, then it will be easy to prove or disprove responsibility.
