Unable to Govern...They should resign.
Signing any document produced by an outside party agreeing to act or not act in the public interest by a legislator, including promises to never raise taxes, without due legislative process and legal review, should be illegal and require removal of the legislator from office due to their compromised ability to act in the best interest of ALL the people they represent. No special interest shall be able to supersede the rights of the people by unauthorized outside agreements, whether public or private.
Why is this important?
How can a legislator that signs a document promoted by a lobbyist and vows to NEVER raise taxes, be fit to govern? They have compromised their ability to come to reasonable solutions for the nation's problems. They have, in effect, given up part of their ability to govern by signing an agreement sponsored by a non-elected official. The inaction by Congress has hamstrung the function of government. Signing such a document without legal review should be a crime.
