We, the American people, believe that a mature and civilized state has the obligation and capability to provide for the easy and affordable delivery of healthcare. We believe this is a right, not a privilege only available to those with the financial means and current state of good health. We believe that government is in a unique position to administer such a program and has the ability to fund it through payroll taxes.
Therefore, we would like two words, OVER 65, struck from the Medicare Act. The effect being that everyone would now be covered under Medicare.
We propose paying for that with an 11% payroll tax, half paid by the employer and half by the employee.

Why is this important?
Americans don't want health insurance, they want health care, and believe it is the right, not the privilege, of every citizen.
Medicare is currently serving millions, at a very low administrative cost, and functioning satisfactorily. I propose we eliminate two words in the Medicare Act: Over 65. Then all persons would have access to medical care. I propose it be paid for in a similar fashion as Social Security; with a payroll tax shared by the employee and employer.
