Police Departments like Ferguson, MO, and Baltimore, MD, have been documented as using a pattern of racial profiling, false arrest, and trumped-up charges to fill city coffers with fines from economically marginalized populations. Harsh and arbitrary abuse can be seen as creating a "chilling effect" among these populations, keeping them silent and stigmatized in regard to their oppression, and to support systemic cover-ups of the crimes.
