US Congress: Bring consistency to voting

Three weeks after the election, some states are still trying to finish counting votes. Bring stability and consistency to the voting process for ALL Americans.

Why is this important?

Consistency should be an American quality in the voting process. Instead, in many states voters are disenfranchised, the voting process is confusing/vague and votes are not counted expeditiously or efficiently.
