Use Federal Civil Rights Legislation to Protect Children as a Special Class from Pedophiles
We call upon the U.S. Government to use Civil Rights Legislation to protect children as a Special Class. Child Sexual Predators should not be allowed to hide behind a state's statute of limitation. Our children across the nation demand equal justice before the law.
Why is this important?
I was molested between the ages of 10 - 12 while a Boy Scout in Troop 455 in North Merrick, New York, which culminated in a very violent violation by my Boy Scout Troop Leader in his basement when I was 12. A 38 Caliber "Policeman's Special" was shoved into my mouth to "help me" forget. It worked for 33 years. My memory returned at age 45 in September 1994. I started therapy the next day. My Troop Leader apologized to me in July 1999.
New York recently reformed its statute limiting prosecution. The deadline for criminal prosecution had been age 18; it is now 53. The reform also opened a one year "Look Back Window" that has allowed me to now be part of a class action. Now all I must do is survive Covid-19.
Eight (8) States and The Territory of Guam have no Statute of Limitation for prosecuting child sex abuse. Each State treats child sex crimes differently. In my opinion, this is a violation of the "Due Process" and "Equal Justice" clauses of Article 1 of the 14th Amendment of the US Constitution. The Federal Government is obligated to ensure Equal Justice Before the Law. This can be accomplished by using existing Federal Civil Rights Laws to protect children as a special class. There should be no Statute of Limitation on the Federal level shielding pedophiles from prosecution; the Federal Government must prosecute when the States fail to protect children, just as the Federal Government steps in when States fail to prosecute hate crimes.
The most severely traumatized should not be further violated being denied justice because of a handicapped memory that resulted from the extreme nature of their trauma. The survivor-victim is still obligated to prove their case; most critically they must be heard! That is why I started this petition to the United States House of Representatives, the United States Senate, and to President Donald Trump.

How it will be delivered
I was hoping MoveOn would release my petition to the nation, but that has yet to happen and likely never will. I've reached out to organizations without success. I have staged and participated in press conferences. I made a YouTube interview video. I stood on the steps of Saint Patrick's Cathedral in New York seeking support. Without your opening this to the wider public, it is likely that my effort will die on the vine.
