Waste in Federal Govt.

I used to work for the Federal Govt. in contracting and I had an experience at the end of the fiscal year when all unspent monies go into what is called fallout money. One year the civil engineers could not find ways it was needed so they paved a road that did not need it and was not scheduled until next year. The civil engineers have what is called a 5 year plan when projects need to be done. The Govt. should call back all monies that have not been used by a certain date
and put in the general funds, from each base.
