Westwood Shores MUD's Outlandish Rate Orders AND Undrinkable, Unsafe Water
WHAT NEEDS TO HAPPEN
A forensic audit is needed to find out where the money is going.
One would be hard pressed to find a higher water/sewer rate order in the state of Texas, if one exists. In June 2024, The Westwood Shores MUD was able to pass the 7-million-dollar bond they asked for, using fear tactics and other things. (while they still have millions of dollars outstanding in previous bonds)
The Westwood Shores MUD is getting all of the funds they claim to need, but conditions continue to deteriorate. The sewage dumping into Lake Livingston is heartbreaking and becoming more frequent. This is an environmental hazard, caused directly by the Westwood Shores MUD's negligence. They have received violations for failing to report these sewage dumps as well, and violations for failing to inform residents.
There should be more severe consequences for these violations harming our health, our environment and our financial wellness. The Westwood Shores MUD cannot seem to be bothered to comply with even the minimum requirements.
The Westwood Shores MUD president refuses to take any responsibility and continues to blame prior boards and operators for the sad condition of the water coming into our homes, All while they continue to get more violations due to negligence.
WWS Residents have been under a TTHM warning since October 2024. There are currently three very serious, open/active TCEQ violations.

· Potential consequences: Residents may experience discolored water, odor, unpleasant taste, or health problems due to stagnant water in dead-end mains.
· Proper documentation practices are essential for any municipal district to show compliance with the Clean Water Act.

· By keeping records, utilities can identify which dead-end mains need to be flushed more frequently based on water quality issues or usage patterns. Flushing of water distribution systems is critical. Flushing helps the system maintain clarity, reduces biofilm, and prevents bacteria buildup. It keeps the water fresh, clear of any sediment, and helps to maintain chlorine residuals and avoids bacterial growth.
2) Open Violation- “Failure by Westwood Shores MUD to perform maintenance and housekeeping practices to ensure the good working condition and general appearance of the system's facilities and equipment.”
The Westwood Shores Municipal Utility District’s failure to perform maintenance has indeed been a costly and expensive burden to ratepayers. Here is why:
• Increased repair costs: When maintenance is neglected, minor issues can escalate into major problems requiring extensive repairs or even complete replacement of infrastructure. This leads to higher costs that are passed on to ratepayers.
• Health and safety risks: Lack of maintenance can compromise water quality, potentially leading to health risks.

• Environmental damage: Sewage being dumped into Lake Livingston by The Westwood Shores Municipal Utility District = More disinfectant byproducts=More TTHM’s
• Decreased property values: Property values are down due to The Westwood Shores Municipal Utility District’s failure to maintain the water infrastructure. Potential buyers are hesitant to invest in properties with uncertain water supply and quality.

3)Open Violation- "Failure by Westwood Shores MUD to maintain customer complaint records to include the date, location, nature of water quality complaint, and subsequent action taken by the water system"
• The Westwood Shores Municipal Utility District tells residents that they must report problems in order for those problems to be remedied. We now know those reports are going into the trash file.
