Call for an investigation of Oxnard, California's, City Manager and his office

It has become clear to many that Alexander Nguyen of Oxnard's City Manager's office is no longer performing his job properly or in the best interest of the people of this city.
Nguyen regularly feels the need to speak at great length during City Council meetings or Town Halls with his personal opinions and agendas, and less about what's actually good for the city, with evidence of how that's true. He speaks and expects the world to accept his pearls of wisdom as truth and as the only options that can possibly work and then criticizes anyone who says differently or questions his motives.
His office has been known to publicly criticize citizens running for public office in the name of his city office, criticize public speakers at City Council meetings, and to send out erroneous information on city letterhead. His actions are clearly focusing on certain areas of the city while leaving other areas unattended to, namely the south and poorer end of the city, while focusing on the newer, richer north end and beach areas.
This is a man who wants to run the city on behalf of his own agendas, not on behalf of the Mayor and the City Council to which he really serves.
The City Council needs to call on an independent auditor to audit the City Manager and his office to determine if he's really suitable for this job. If not, they need to vote to remove him from office as soon as possible and get this city back on track.

In this speech, he condescendingly tries to give the council information on the housing crisis in California by comparing it to a pizza. At the end of it he’ll tell the council that parking and traffic aren’t important considerations.

His office also started an unwarranted investigation into the City Treasurer which started looking like a vendetta. Nguyen wanted him out, so he trumped up charges against him by finding 2 people in the treasurer’s office who had problems with him. They said that he was inappropriate sexually with them. Nguyen had them write out statements, and then FIRED the City Treasurer, even though it’s an elected office and he can’t be fired. The treasurer took it to court an the judge reinstated his job, but Nguyen still got his hands into it and has now relieved the Treasurer of most of his powers and duties, turning them over to the chief of police, who isn’t even qualified to handle the finances! So we’re paying a treasurer who can’t do his job. Turns out, the two complaining employees hadn’t even reported anything to HR, because it was non-issues at the time, and if it were true, should have been handled by HR, not in the City Attorney’s office. But when Nguyen wants something, he does anything to make it happen. This is all costing the people of Oxnard money when the City is sued.

"The council did that once already, in 2020, and Molina sued. The city won at the trial court level in 2023, but the lawsuit ended last year with a victory for Molina in state appeals court, followed by the Supreme Court of California's refusal to hear the city's last chance at an appeal."
Why is this important?
This petition is calling for an investigation, not to just flat out remove Alex Nguyen from office. The Council and the people of this city deserve to know if anything is going on that is undermining this City out of the view and transparency to the public.
If an investigation shows no wrong-doing, so be it. But on the other hand, if the investigation shows that he is not performing his job properly and in the best interest of this city, he needs to be removed.
When you put a cake in the oven, you check to make sure the temperature is correct and that the cake isn't burning. To just leave it unchecked could produce one heck of a failure of a cake.
We need to make sure our City Manager isn't secretly burning this city down with his actions and non-actions.
