Change the Clay County Dress Code: Leggings Are Not Inappropriate

We are calling on Clay County District Schools to review and revise the current dress code policies to ensure they are fair, consistent, and focused on student learning—not subjective enforcement. 

 
Specifically, we are asking for the following changes: 

 
  • Remove or revise the requirement that leggings must be covered by additional clothing (such as shorts, skirts, or dresses). Leggings are widely accepted, age-appropriate attire and should not be treated as inherently inappropriate.
  • Ensure all dress code policies are gender-neutral and applied equally to all students, regardless of body type or gender.
  • Eliminate vague language that allows for subjective interpretation, such as determining whether clothing is “distracting” or “inappropriate,” which can lead to inconsistent and unfair enforcement.
  • Prioritize policies that support a safe and effective learning environment, rather than those that disproportionately target certain types of clothing or students.
  • Require clear, consistent enforcement standards across all schools to prevent students from being singled out or embarrassed.


 

 
Students should not lose instructional time or be disciplined for wearing clothing that is comfortable, functional, and appropriate for a school setting.
 

 
We respectfully ask the Clay County School Board and district leadership to update the dress code to reflect fairness, consistency, and respect for all students.
 

Why is this important?

This isn’t just about one student or one outfit—it’s about how our children are treated in their learning environment. 

Students, especially young girls, are being singled out, embarrassed, and pulled out of class for wearing clothing that is widely considered normal and appropriate. Instead of focusing on their education, they are being taught that their bodies are a distraction and something to be monitored. 

Dress code violations like this can impact confidence, self-esteem, and a student’s sense of belonging at school. It sends the message that how they look matters more than their ability to learn, participate, and grow. 
 
These policies are often vague and inconsistently enforced, which can lead to unfair treatment and unnecessary disciplinary action. No student should lose instructional time or feel ashamed over clothing that is comfortable, functional, and appropriate. 
 
This is about creating a school environment where students feel respected, supported, and focused on what truly matters—their education. 
 
If we don’t speak up, nothing changes.
