Justice For Leonard Shand

FIRE the City of Hyattsville officers who discharged their weapons, publicly killing Leonard Shand.

Why is this important?

On September 26, 2019, men and women were on their way to work. Children on their way to school when six officers from the Hyattsville police department (along with one officer from Mt. Rainier and three from Prince George’s County) publicly killied Leonard Shand. Over 50 bullets were shot aimlessly nearly killing bystanders.

On October 1, 2019, at a town hall meeting located at the University Christian Church in Hyattsville MD. Mayor Candace Hollingsworth, Chief of Police Amal Awad, and City Administrator Tracy Douglas spoke to the community and reported that all the officers involved would be placed on administrative leave pending the conclusion of a PGPD Internal Affairs Investigation.

On April 13, 2020, Chief Awad circumvented the PGPD Internal Affairs Investigation process by reinstated to full active duty 3 of the 6 officers involved in Killing Leonard Shand.

City Administrator Tracy Douglas responded to community concerns about reinstating the officers involved in an ongoing investigation by stating, "Hyattsville City officials reviewed the events surrounding Shand’s death and found no violations of internal policies also the Hyattsville city police command staff conducted an executive review of the unfortunate death of Mr. Shand and determine that the actions were consistent with departmental policy.”

A police department investigating and clearing officers of any wrongdoing is NOT ACCEPTABLE!

Any policies that justify the firing squad-style killing of a mentally ill man who was forced to run toward the shooters is NOT ACCEPTABLE!

According to the ACLU of Maryland, officers used a flash bang grenade which inevitably led to the killing of 49-year-old Leonard Shand. According to @PGPDNews, running away from an exploding flash bang grenade is a natural and inevitable response. The officers created a dangerous situation, causing an already paranoid man to run towards them, and then used the inevitable result of their actions as the justification to shoot him. The officers shot over 50+ bullets nearly killing a woman in a nearby window 2 to 3 stories up.

The lack of training the Hyattsville City officers displayed when dealing with a mental health crisis is disturbing. THE OFFICERS MUST GO!!
