Please describe your legislative proposal: This is primarily a woman's health issue. Lambskin condoms remain popular (even though they cost 5 times more than latex condoms) because it feels as if one is not wearing a condom. The problem is the common off-lable use injures the naive sex partner. These condoms provide zero protection against STDs. The problem is that women seldom read the tiny print on a condom wrapper (in english) before consenting to sex. Women are easily duped into believing that they are protected. This is distinguished from other products used in an off label manor in that the injury occurs to an innocent person. The injury in the instance of HIV can be life-threatening. The proposal is to enact legislation state-wide requiring vendors to post warning signs. The Santa Barbara county ordinance shows that few if any venders will post this warning and that almost all will stop selling this condom.

In pennsylvania minorities are being sentenced longer for criminal acts such a drug dealing then murder. The judiciary system needs to be fair in sentencing and not pick and choose who gets to walk or who goes to jail because of your race or background.
