Members of the New Jersey Senate, We the undersigned urge you to reject any state budget that does not include a tax increase on high-income earners.

New Program to advocate recycling of individual plastic bottles. Initially it would be a new federally funded program. The program would involve setting up a national website for individual citizens to collect 'rewards' for recycling their individual 'water' bottles. Every town, county and locale would be required to install in stores, filling stations, malls, etc. small barcode scanners and outside closed disposal units. People would be able to scan the barcode on their plastic water bottles and place them in the closed disposal units. The scanner would facilitate the accruing of points for the individual in his on-line account. After the person accrued a certain numbers of 'points' they would qualify for a monetary reward or entrance in parks, recreation facilities, zoos, etc. in their area. This information would be accessable on the website also. Recyle Companies would be able to present their recycle ideas and bids for the plastic bottles online for a specialized committee's review. The winners' creations would be nationally recognized in a prime time program by President of the US.

We, the undersigned, petition the President to designate the proposed lands as the Organ Mountains-Desert Peaks National Monument, protecting and preserving them for the enjoyment of all Americans now alive or yet to be born.

The creation of new industries will lead to more available jobs, lower unemployment, less prison overcrowding, lower overhead, and higher revenue.
