This is important because Juan Limas, today, is a changed individual from when he first came to prison. He has served over 7 years in prison and has completed over 2/3rds of his sentence. In those 7 years, Juan has shown significant change and rehabilitation. Along with his rehabilitation, Juan has developed a professional background in his work history throughout his incarceration. He worked highly skilled jobs such as, carpentry, General Maintenance Mechanic, Commercial Landscaping, D.M.V Customer Service call center phone agent, and cosmetology (barber). (Keep in mind that every inmate is assigned a counselor caseload upon entering into the Oregon Department Of Corrections. And based on sentencing eligibility, mandated sentencing requirements, and demonstrating positive behaviors, along with a automated recidivism risk score, Some inmates are required/mandated to enroll and participate in certain rehabilitational programs in order to receive a percentage of time reduced on their sentence.)
In Juan’s case, He is NOT eligible for any percentage of time reduced on his sentence, whether he enrolls in these programs, and /or demonstrates positive behaviors, or not. His recidivism risk score to re-offend is very low, which determines he isn’t required to participate in any programming, yet, he took the initiative to enroll and complete programs that have helped him rehabilitate himself. He has demonstrated positive behaviors from a significant amount of his incarceration term.
For example, He is a full-time student in the Chemeketa Community College “Inside Program”, at Santiam Correctional Institute. His major he is currently studying, is for his, Associates of Arts Oregon Transfer degree,(A.A.O.T.) Juan is also a proud father of his 8 year old son. When he learned of the opportunity to engage in his parenting more, He enrolled in a pathfinders of Oregon, parenting inside/out program, where he learned to develop enhanced parenting skills. ( The Pathfinders of Oregon parenting program, is a 108-hour curriculum, which is delivered in three classes per week for twelve weeks and is recognized by SAMHSA. And is included on its national registry of evidence-based programs and practices.) (NKEPP)
Juan has told me that his son has been his number 1 reason for his desire to change. Another program for which Juan is currently participating in, is called Restorative Justice. (Restorative Justice is a process to involve, to the extent possible, to those who have a stake in a specific offense and to collectively identify and address harms, needs, and obligations, in order to heal and put things as right as possible.) This is a 15 week program. These are examples of the types of activities he is participating in, While in prison. He has chosen to spend his time in prison wisely and productively. Juan plans to continue his education and career by enrolling in the applied science degree in Automotive at a Chemeketa community college campus upon his release from prison. After completing this degree, he is pursuing his career in the Automotive industry by working as a Auto technician in his own shop and service vehicles for members in the community.
From knowing Juan Limas for years, I know and believe that he is ready to become a member of the community again. He has rehabilitated himself and he has a enormous amount of potential to be successful in the community. Juan has family and friends who are here to support him with what he needs to continue being successful when he’s out. He is currently housed in a minimum custody institution. He is deemed a low risk and is safe to be released. I also want to include that there is many mitigating factors in Juan’s case for he was convicted of. He has exhausted all levels of appeals of his conviction and now he has applied for executive clemency as a last resort of remedy.
Hopefully with this petition. The Governor fully reviews his application and investigates his case. She will see that there is mitigating factors and evident value to the possibility that Juan was wrongfully convicted based on the evidence in his case showing reasonable doubt that he committed the charges he was convicted of.
