Remove the Racist John R. Monaghan Statue from Downtown Spokane, WADear Spokane City Council Members, We would like to begin by thanking the City Council and the Plan Commission for the important work done last fall to re-name Ft. George Wright Drive to Whistalks Way. While some argue such changes are merely symbolic and lack impact, the decision to cease commemorating a historical figure responsible for genocide is a significant step in healing for those communities who still, generations later, have been affected by the aftermath of their brutality. It is in this same vein that we, the undersigned individuals, urge you to remove another Spokane monument that continues to perpetuate racism and inflict pain upon members of our community: the John R. Monaghan statue. At first glance, the statue, which belongs to the city and is located opposite the Spokane Club, appears as nothing other than a prominent memorial to a fallen war hero. “During the retreat of the allied forces from the deadly fire and overwhelming number of the savage foe,” the inscription reads, “[Ensign John R. Monaghan] stood the fearful onslaught and sacrificed his life defending a wounded comrade Lieutenant Philip V. Lansdale United States Navy.” Although most who pass by the statue are unlikely to know who Monaghan was, or what battle he fought in, it is known around the world to the Pacific Islander community as a devastating reminder of the thousands of innocent men, women, and children whom were brutally murdered. It stands as a monument to the unprovoked, antagonistic, colonial attacks by the United States on Sāmoa and Sāmoan civilians, and to the racist perceptions that Americans had of them at that time. The impacts have been deep and lasting. In 1899, when the United States was aggressively conquering the native lands of foreign people to extend U.S. influence, the U.S. Navy received orders to attack Sāmoa in an effort to install a ruler favorable to the United States. The USS Philadelphia shelled Sāmoan villages, targeting and killing civilian populations, including women and children. An eyewitness to one of these bombardments reported “shells bursting everywhere; the cries of the bedridden and the helplessly wounded burning alive in their blazing houses ... mangled children crawling on the sands.” Ensign John R. Monaghan, who hailed from the Spokane area, was among the U.S. officers and sailors who went ashore to burn villages – a fact that is overshadowed by the statue’s depiction of him as a martyr and a hero. The Monaghan statue and its pediment are problematic for three important reasons. First, they commemorate a war that was not honorable, and that caused pain and destruction of Sāmoan communities. Second, the bas-relief pediment on the statue uses degrading language, perpetuates racist stereotypes, and misrepresents Sāmoan defenders of their land, homes, and resources. Lastly, they serve as a constant reminder of a painful past and thus continue to inflict harm and cause pain to the Sāmoan and the larger Native Hawaiian and Pacific Islander communities of Spokane, which includes the second largest Marshallese population in the nation. As Spokane media in the past few years demonstrates, this monument continues to serve to this day as a rallying point for anti-Sāmoan racism. Perhaps the statue was a source of pride for Spokane citizens when it was erected in 1906, a physical reminder of the U.S.’s superiority over “the savage horde,” as Governor Mead referred to Sāmoans during the dedication ceremony. But the racist and ignorant perceptions that went virtually unquestioned during that era should not be allowed to represent Spokane today, 115 years later. We must not continue to pay homage to unjust wars, people who carry them out, and racist, colonial beliefs that lead to them. In solidarity with our Native Hawaiian and Pacific Islander community members, we call for the immediate removal of the statue and the pediment, and we ask, with deep humility, for the full support of the Spokane City Council in these efforts as we move closer toward reconciliation and healing together.2,273 of 3,000 SignaturesCreated by CAC Community Outreach

Create an Independent Redistricting Commission in TexasRedistricting occurs approximately every 10 years, after the U.S. Census. The purpose is to adjust congressional, legislative, and other districts based on population, while ensuring certain requirements of the Voting Rights Act are met. When redistricting is a partisan process, problems occur. The party in power uses its power to draw districts that weaken the other party. This is called gerrymandering. Presidents from both parties – including John F. Kennedy, Ronald Reagan, George H.W. Bush, and Barack Obama -- have spoken out against gerrymandering and urged for a non-partisan process in redistricting (see the youtube video). One way to achieve that goal is through an independent, non-partisan redistricting commission. As of this writing, 13 states exclusively use redistricting commissions to draw electoral district lines. See https://en.wikipedia.org/wiki/Redistricting_commission Texas is not one of those states. Instead, the Texas Legislature draws district boundaries. If it fails to do so, the Legislative Redistricting Board (LRB) will draw the legislative (but not congressional) districts. That Board is comprised of five partisan officeholders: the lieutenant governor, speaker of the house, attorney general, comptroller, and commissioner of the general land office. Texas’ redistricting process has been the subject of federal litigation for years. See Perez v. Perry; Evenwel v. Abbott; and Davis v. Perry. These lawsuits have cost Texas taxpayers in excess of $5 million. Multiple attempts to create an independent redistricting commission in Texas have failed. Republican Jeff Wentworth (San Antonio) sponsored bills in 2005, 2009 and 2011. In 2015, Democrats Rafael Anchia (Dallas) and Donna Howard (Austin) sponsored bills. Howard is sponsoring a bill now in the 2017 Legislature. HJR 32 would create an Independent Redistricting Commission and give Texas citizens the opportunity to vote on an amendment to the Texas Constitution to permit the Commission. In addition, Democrat Royce West is sponsoring SB 209, which would create an Independent Redistricting Commission for congressional districts but not legislative districts. That bill has been referred to the Senate State Affairs Committee. This petition urges the Texas House Committee on Redistricting and the Senate State Affairs Committee to hold public hearings on HJR 32 and SB 209, and to vote both bills out of committee so that the full Legislature can consider them. At a bare minimum, all of our representatives should have a say in whether this proposal goes to the Texas voters. Texas these days is considered a purple state -- in recent elections, its cities have gone blue while its rural areas remain red. Because of this, this is an ideal time to seek an independent redistricting commission, as both parties will benefit from it. Petition for Redress and Pledge of ActionIn 1776, representatives of the residents in thirteen North American colonies adopted a Declaration of Independence that set forth the philosophical principles behind their recent and future actions, their grievances against King George III of Great Britain, and the redress they sought. Among other things, that Declaration made note of the unalienable rights of life, liberty, and the pursuit of happiness. The writer of the Declaration substituted “pursuit of happiness” for “property” found in earlier formulations of those three inherent rights. After struggle, victory, and peace, representatives of the citizens of the thirteen sovereign, independent states established from initial trial and error, through debate and consensus a new form of government of, by, and for the people. That government has withstood invasion, wars of expansion, defense, principle, ideology and questionable motive, economic transformations, immigration of individuals from every part of the world, cultural awakenings, social unrest and political corruption, assassinations, and a great conflagration that soaked this country’s fields with blood from self-inflicted wounds and tore the fabric of a shared civic culture. That government has evolved as its creators intended to meet new challenges and provided infrastructure, regulations, and services as the need arose. That government remains a beacon of hope for all human beings seeking democratic, representative, responsible, humane, and limited rule over their affairs. Today, many citizens of the United States of America fear their government has become a creature of the wealthy, the corporations from which the wealthy derive their resources, and the politicians driven to act in the interests of those corporations due to their need for funds to fuel their endless campaigns to stay in office. Some of those citizens have made their concerns known by occupying parks, streets, and public areas in the cities and other localities of this country. They call upon the one percent that wields power through wealth and elected office to return the government, its policies, laws, regulations, and justice to the ninety-nine percent that have the capacity to fuel the economy, generate jobs, mobilize society, and move forward but are starved of the resources to do so. They seek change. As the colonial representatives knew two hundred thirty-five years ago, great change must be founded on rational principles soundly developed from evidence, facts, and natural law. Such are the times now that some choose to twist, dissect or profane the principles supporting change out of fear, ignorance, or self-interest. Nonetheless, the foundations for change are present for all to see. The evidence is clear. We truly are created equal, endowed with certain rights, among which are life, liberty, and the pursuit of happiness. We all require and are entitled to consistent shelter, social and familial companionship, wellness and good health, education to our potential, full and complete nourishment, adequate clothing, employment of our skills and knowledge, and safety from harm. We build communities, support our brothers and sisters regardless of skin color, religion, ability, condition, sex, attribute, or characteristic, and treat one another with respect and dignity. We are a diverse nation. The citizens of the United States of America have found their government and political discourse in their country at an impasse. They have reacted in frustration, fear, apprehension, and sadness to the growing sense that their great nation has taken an unproductive and dangerous path. Witness the facts: • the wealthy have steadily increased their share of the nation’s wealth at the expense of the poor and middle classes; • politicians have pledged to enact no taxes despite the necessity for revenues to meet the needs of the people and revitalize our nation’s infrastructure; • corporations have been deemed persons with political rights, allowing these corporations to support candidates and political causes financially, thereby drowning out the voices of voters; • elected officials have engaged the nation in lengthy, unwarranted wars that have sapped the economy, killed and harmed tens of thousands of people, and invoked ill feelings abroad; • legislators and governors have used the narrow tenets of religious minorities as the basis for laws that restrict the exercise of fundamental human rights in order to maintain political support; • politicians have set out arbitrary and selfish requirements prior to debates on issues that require negotiation and consensus; • companies, business groups, and single-issue interests have used their resources to influence and shape legislation and regulations for their benefit, squeezing out the common good; • representatives have conducted inquiries and provided earmarked funds for their own self-promotion; • laws have been passed to address issues that do not actually exist and other laws...144 of 200 SignaturesCreated by Ruff Bear
