Petition for Accountability and Protection of Black & Brown Students at Ashford Park Elementary
We, the undersigned members of The Village of Protection for Black & Brown Girls and Minority Students at Ashford Park Elementary, respectfully call upon Dr. Devon Q. Horton, Superintendent of DeKalb County Public Schools, to take immediate and decisive action regarding the following individuals:
- Tonya Freeman, Principal, Ashford Park Elementary
- Beth Kyle, Area Superintendent, DeKalb County School District
We request the immediate removal of both individuals from their current positions—without reassignment, promotion, or continued employment within DeKalb County Public Schools or the State of Georgia.
Why This Action Is Necessary:
- Failure to Provide a Safe and Equitable Environment
Both individuals have allowed a persistent culture in which non-minority students and parents engage in bullying, harassment, and intimidation of minority students and families—without meaningful intervention—at Ashford Park Elementary and across the District. - Support of Actions That Marginalize Black & Brown Families
There is a documented pattern of behavior and decision-making that contributes to the attempted criminalization, silencing, and disempowerment of Black and Brown parents—further eroding public trust in school leadership. - Endorsement of False and Harmful Documentation
Both individuals have signed or authorized documents containing misleading and inaccurate information used to target and exclude minority children and families at Ashford Park Elementary. - A Documented History of Racial Harassment
Reports spanning more than a half decade and through each individual's tenure document and describe ongoing physical, verbal, and emotional assaults against Black and Brown children—such as being spat on, kicked, punched, sexually assaulted and subjected to deeply offensive racial slurs—with insufficient response or completely no accountability from school leadership.

This pattern of inaction and complicity must not continue. It is imperative that the District take steps to restore safety, trust, and equity for all students and families.
Immediate Steps Toward Accountability:
- Establish district-wide policies that clearly define and address unethical and dishonest conduct by DCPS employees and avenues of recourse.
- Create transparent, accessible pathways for parents and families to report and resolve harmful or discriminatory behavior, with appropriate oversight and follow-through.
We strongly believe that leadership must embody the District’s commitment to maintaining a respectful and harassment-free environment, as outlined in the Code of Conduct. The current leadership at Ashford Park Elementary and District-Area has completely failed to uphold these values.
Immediate removal—not resignation—is the only appropriate path forward to ensure meaningful cultural transformation.
We urge the District to act swiftly in support of its most vulnerable students and families!
