Research shows that 92% of minorities are serving time on criminal enhancements. They have completed their sentences for their actual crimes. Now they are doing time because of a prior crime that they were already adjudicated for. Or being enhanced because they come from a broken neighborhood define as a gang neighborhood. Peoples characters are being defined in communities without having an opportunity to examine and possibly challenge the definitions being placed upon them. Inmates are being placed in data base such as Cal-Gangs that was found to be very capricious, arbitrary, misleading and unfounded. Criminal enhancements are detrimental to characters of inmates. We need restorative rehabilitation.
