DISAPPROVAL of the NEW SELPA BYLAWS AMENDMENT, SUPERINTENDENTS HOLDING POWER OVER CAC MEMBERS
The South County SELPA and the six Superintends of the southern districts in San Diego wants to amend the bylaws and have power over who they can remove. This is supposed to be led by parents for parents and educators, and it's been over 13 years we don't have this CAC (Community Advisory Committee).

Why is this important?
For over 13 years, six superintendents have been exerting control over the CAC without any voting members, undermining the principles of collaboration and empowerment that are vital for meaningful engagement.
We do not believe that the superintendents should have the power, without an active quorum, to create more barriers to community membership. No where in the general guidance and best practices provided, nor in the Ed Code, could we locate anything that states superintendents are entitled to override the CAC Bylaws and create new rules for participation and membership without even having enough 19-members required to make a quorum. Without enough members to hold votes, what rights do we have?

Durante más de 13 años, seis superintendentes han estado ejerciendo control sobre el CAC sin ningún miembro con derecho a voto, socavando los principios de colaboración y empoderamiento que son vitales para una participación significativa. No creemos que los superintendentes deban tener el poder, sin un quórum activo, para crear más barreras para la membresía comunitaria. En ninguna parte de la orientación general y las mejores prácticas proporcionadas, ni en el Código de Educación, pudimos encontrar algo que estableciera que los superintendentes tienen derecho a anular los estatutos del CAC y crear nuevas reglas para la participación y la membresía sin siquiera tener los 19 miembros requeridos para formar un quórum. Sin suficientes miembros para realizar votaciones, ¿qué derechos tenemos?
