Topher’s Law Update —
Topher’s Law is in a critical phase. All of its protections have been acknowledged. The law was so strong they tried to take it verbatim and merge it into existing law, which would remove the protections Topher’s Law was designed to enforce — but that attempt failed.
The process has stalled. They are hoping this fight dies out — but they don't know us very well!
Your calls and messages made a real difference. The senator told me the number we were using was no longer a good line to call, and to use the standard switchboard instead. That shows your voices were heard.
We have a year until the next session. This is our time to keep Topher’s Law alive, to fan its fire, and make sure it does not fade. Every call, every message, every voice counts!
Stay loud! Reach out to your representatives. Keep the pressure on. Keep the story alive. Fight — so what happened once can never happen again. Because it can happen to you.

Calling on all supporters of Topher's Law! It is vital you call Senator Schnelting's office and ask him to support Topher's Law with sponsorship. Today I had a call from the Director Emeritus of the National Association to Stop Guardian Abuse. She wanted to commend our efforts with Topher's Law. She went on to say she would be talking to another Director to see what "they could do to add to our arsenal." While we don't have official support, it is incredible to be recognized on a national level with an organization such as NASGA. Staying true to her word, just moments after we ended the call, I received another call. This one was from Matt Fleener, Investigative Reporter for KMBC 9 News in KC, and he has asked to do a story on Topher, and Topher's Law.
Matt is currently doing an in depth investigation called Paper Prisons .. examining the challenges faced by Missouri residents under the state's public guardianship system.
This is the break we needed! Right now it is so important to make those calls to the Senators for sponsorship ! Let them know we will not tolerate our loved ones being treated this way!
It's time everyone sees what this guardian, and others like him has, and continues to do to our beloved Toph and countless others!!
It wasn't until I was speaking to a dear friend, (another mother who has walked a similar path) that she was able to shine a light, so I could see in my darkest time.

In court, when I asked the guardian why he wouldnt allow Topher's friends to go visit? He responded, "They are your friends Twila, not his."

Please be advised The following Is very personal, yet it has to be told. Most of us to include myself thought when the ward passes on guardianship ends. We couldn't have been more wrong. As of right now, Topher's guardian is not planning a service, or newspaper announcement.
I am sick with this!
Right now, there are no plans for Topher to lay in a beautiful soft casket, dressed in fine clothes, surrounded by beautiful flowers with notes of respect from family and friends. Instead, his very small, thin body lays there alone in a tshirt covered by a blanket on a metal rolling table, waiting to go to the crematorium.
If that is the official decision from his guardian today when he meets with the funeral home director, I am going to make a desperate cry for help. On here as well as Facebook. I am going to see if I can get as many as i can to send flowers, and or go ask the funeral home to be able to pay respect. Topher deserves that!
I can not hardly speak the words for this week's update.
In the early morning hours August 18th 2025, our beloved Topher passed away. I have been told he was alone, and I am certain incredibly scared, when he woke struggling for breath before given an anxiety medication.
Shortly thereafter, Topher went into cardiac arrest and could not be revived.
I was finally granted permission to go see my son , after he passed. He didn't even look to weigh 80 lbs.
I am more determined than ever before no human being should ever feel this pain, and Topher's Law will make it stop!
Up to this point we have been focusing on the damaging impact the current law allows to happen. Let's focus now on what is allowed to happen next under Missouri's current guardianship law.
Today, I had an exhilarating interview with the Statehouse reporter about Topher’s Law and his story. I can hardly contain my excitement as they are going to write the article that highlights our journey and the changes Topher's Law will bring! This is a crucial step toward raising awareness, and I am eager to see Topher’s Law reach a wider audience. We are well on our way to making a real difference to so many who suffer in silence.

I am eager to share this week’s update as we continue to advance Topher's Law.
I’m pleased to report that another Missouri Senator has agreed to review the proposal, and I’ve invited them to engage in further discussions. Additionally, I was contacted by a Statehouse reporter who has recently learned of our efforts to pass Topher's Law. They want to meet next week to discuss my story, and the change Topher's Law will bring to the current guardianship law in Missouri.
Furthermore, On My Own, an organization dedicated to empowering individuals to achieve their personal goals, has proposed featuring me on their podcast to discuss Topher's Law and its significance.
I feel the momentum building each day, and this presents a fantastic opportunity to reach more citizens of Missouri.

I am very grateful to announce that we have reached 170 signatures for our petition! I extend my heartfelt thanks to each and every one of you for your support. My recent visit with Mr. Simms was highly productive; he provided valuable information, insight, and backing for our cause. I have sent introduction letters along with the legislative draft to five Missouri Senators, and I am pleased to share that two have already responded positively, despite their busy schedules. I plan to meet with them personally to further discuss the significance of Topher's Law. Your continued support is essential, as we only need 30 more signatures to reach our goal of 200. I'm excited to provide an update on Tophers Law—we've reached 160 signatures! Fantastic work, everyone! Our goal is to gather enough support so that our legislation can't be ignored. This Wednesday, July 23rd, I’ll be meeting with Mr. Earl Simms, the Public Policy & Advocacy Manager at Paraquad. They play a crucial role in promoting disability awareness and ensuring access to essential resources for our community. This meeting is just the beginning of our efforts to advance Tophers Law. In Missouri, anybody can petition a court to become Your Guardian! In the event they are successful and obtain Full Guardianship, you No longer have Any rights! You want to make a phone call, your guardian says no. You don't have the right to make a call. You want to go to church on Sunday, your guardian says no. You don't have the right to attend church. What happens then to your fundamental right to Life? Or your Liberties? What about your Happiness? It's now up to your guardian to allow or deny it.
All men have the right to Life, Liberty, and the Pursuit of Happiness, Unless your guardian says no.
Topher's Law will change that!
