Establish a Congressional Truth & Origin Commission to Restore Indigenous Stewardship/Ownership/Heir

I am writing to formally demand the initiation of a Congressional Truth & Origin Commission (CTOC) to address the systematic historical misclassification of Indigenous populations.

For centuries, populations belonging to Indigenous Nations—including those of mound-builder civilizations—have been erased from legal recognition through the application of obsolete racial categories such as “Negro,” “colored,” and “slave”. This administrative erasure has facilitated the dispossession of ancestral lands, the destruction of sacred burial sites, and the stripping of sovereign rights.

My demand is grounded in documented historical continuity, federal statutory precedent (such as NAGPRA and the principles of the Marshall Trilogy), and international instruments like UNDRIP. The restoration of cultural, territorial, and political authority is not a request for a new favor, but a factual and enforceable correction of historical record.

I call upon your office to support the creation of the CTOC with the following powers:

Verification: To utilize archival, oral, and archaeological evidence to verify the identity of reclassified Indigenous Nations.

Protection: To issue interim protections for ancestral lands and cultural artifacts currently under threat.

Restoration: To establish a roadmap for the return of jurisdiction over governance, education, and economic systems to these Nations.

The evidence of our stewardship is written in the land and the archives. It is time to align federal policy with the truth of our history. I look forward to your formal response regarding the steps you will take to establish this Commission.

 Enforceable Justice: By framing restoration as an "administrative correction" grounded in federal and international statutes—such as NAGPRA, the Marshall Trilogy, and UNDRIP—the campaign transforms abstract grievances into actionable, legally sound demands.  

 Breaking Cycles of Trauma: It addresses the intergenerational impact of historical trauma, including the forced assimilation and marginalization that resulted from being mislabeled under obsolete categories like "Negro" or "slave".

 Building a Legacy of Justice: The campaign is not merely about the past; it is about establishing a precedent where justice is not a favor granted, but a truth recognized, creating a foundation for equitable treatment and sustainable development for all historically misclassified peoples.  

This movement seeks to honor the "rightful custodians" of the land by ensuring that the "story and authority" of these Nations is restored through "incontrovertible historical evidence".
