In fact, anyone elected by a majority of the Representives can serve in this position.     With all the talk of cutting citizen's entitlement spending, the Congress should be given Medicare instead of their expensive government health plans and Reduce each Congressman's Staff Budgets and Salaries, before cutting the average citizen's Health care coverage and Tax deductions. It just a small amount in the overall scheme of things, but they were the one responsible for the entire deficit, which no one outside of Congress voted to overspend in the first place.
