Casey Foundation states “Research shows that placement into a secure detention facility can have an outsized impact on the ultimate case outcomes for court-involved youth – with potentially profound and negative consequences….Youth who spend time in custody are less likely to complete high school, less likely to find employment, and more likely to suffer mental health problems than comparable youth who are not detained. In addition detained youth are more likely to be re-arrested, adjudicated or convicted for new offenses and incarcerated than youth who remain at home awaiting court or pending placement”. · The Governor has recently been quoted as saying that the “Raise the Age” Bill is a progressive piece of legislation. He is sadly mistaken. New York State is the 49th out of 50 States to start treating 16 and 17-year-olds as juveniles and furthermore, the implementation of the Bill is outdated and regressive. There is a disconnect between the actual legislation and the implementation. · The State adopted a reform bill called “Close to Home” in 2012. This means that children should be kept in their communities and close to their families and not shipped away. The bill appears to apply only to New York City and not the surrounding counties. Therefore the State is encouraging Westchester County Department of Probation to build an 80 bed detention facility for a 14 county region. Most of these youth have not been adjudicated. The counties are: Westchester, Rockland, Orange, Putnam, Delaware, Broome, Duchess, Ulster, Sullivan, Columbia, Greene, Schoharie, Nassau and Suffolk. Some of the counties are over two (2) hours away. Shouldn’t the “Close to Home” policy be applied to all children in New York State? · As part of the Raise the Age agreement, New York State is willing to pay $1,200 a bed for County children and $2,400 for out of County, thus creating an incentive to ship children away from their communities. (In contrast, the 40 year old Youth Shelter Program of Westchester located in Mount Vernon has a per diem rate of $200 and provides many more services and a much lower recidivism rate than the County detention center.) Why these discrepancies in per diem rates? · The Raise the Age funding is limited to incarceration. It does not include any money for community prevention/diversion. We recommend that for every dollar spent on incarceration there be a dollar for dollar match for prevention/diversion. · Community Prevention/Diversion starts with the Police. When police officers are poised to arrest a youth they have many alternatives to arrest and incarceration at their disposal: community service; church sponsored youth groups; community centers with tutoring programs, youth courts; alternatives to incarceration centers; and wrap around mental health services all imbedded in the community. Arrest should be the last resort. · As compensation for a strain on the Juvenile Justice System New York State is providing money for construction and staffing of a jail for children. Is there data to justify this thinking? Is there an agency looking at the Juvenile Justice System as a whole? Will the incipient legalization or decriminalization of Marijuana affect the numbers? Will we continue to have a disproportionate number of Children of Color incarcerated in our County? Do we know who is being diverted and who is being incarcerated? Have we consulted with the other 48 States as to what is the most effective and appropriate system? This incarceration plan is a travesty for our young people and needs to be stopped, and re-evaluated. We need to redirect funding and reach deep into our communities to raise up the services that would welcome our youth as a diversion from incarceration. We need to fix this, because when families can’t afford diapers, it can put a baby’s health at risk and negatively impact the overall financial well-being of a family. This is why we need to pass the Diaper Need Act of 2019. The inability to access diapers can force parents to keep their children in soiled diapers (exposing them to health risks) and can prevent them from enrolling their babies in childcare. And families who experience diaper need have increased stress on employment and finances. In fact, one impact study showed that over half of parents with diaper need missed work or school because they didn’t have enough diapers when dropping their children off at childcare. The Diaper Need Act that was introduced by US Congresswoman Barbara Lee (CA) and Congresswoman Rosa DeLauro (CT) will create a $100 million program charged with distributing free diapers and diapering products (including cloth diapering supplies, diaper cream, and wipes) to neighborhoods across the nation to help reduce the diaper need among families. Stop Abhorrent State-Sponsored Psychiatric Abuses and the Drugging of Our ChildrenIn Massachusetts and almost all 50 States, one form of "mental health" law or another allows police, family members (some who may hate you), school personnel, doctors, even perfect strangers, to get a free citizen seized, locked up in a psychiatric facility, tortured, and force-fed psychotropic drugs against their will, and thereby establishing an inescapable life-long record, on any pretense or excuse that such a person does not fall into society's rubric of what is considered "normal." Would-be victims, beware: California has one of the most draconian laws in this area. There is a catch though: Whoever wants that person out of commission will have to say these words, "The person poses a risk [threat] to self or others." Evidence be dammed! We'll see later after the citizen has already had all of his or her constitutional and civil rights stripped. Yes! That is the first thing that the law allows. I filed legislation to amend that abominable law, Massachusetts General Law Chapter 123, Section 12 (M.G.L.c. 123 S. 12). The process is known as being "sectioned 12." And if it has not happened to you yet or someone you know, wait until you disagree with someone, complain about being scammed or abused, try to stand up for yourself or something you believe in, have simply had it with "putting up and keeping your mouth shut, call out stupidity, or decide to take a real stand against injustice and unfairness. I will be meeting with the President of the Massachusetts Senate soon to promote the legislation and encourage him to support it and get other legislators to sponsor it. Yes, there are people with bona fide altered mental status. I am not sure that they are altogether crazy, and psychiatry is not a medical science and has never cured anything. In fact, the role of psychiatry in history has been to help the State in perpetuating malfeasance upon the People. What Psychiatry has promoted as their Diagnostic and Statistical Manual of Mental Disorders, the latest edition know as (DSM–5) is nothing more than a book of made-up labels. Ladies and Gentlemen, Believe me when I tell you that Psychiatry is a fraud. This is the same branch of medieval (pre-Hypocrites) that has worked with the Nazis to help commit untold atrocities during World War II, wrote dozens of books and publications for Southern plantation and slave owners on how being black a disease. See ("Diseases and Peculiarities of the Negro Race" by Dr. Samuel Cartwright, 1851). In this book, this infamous psychiatrist averred that one of those diseases caused the "negro" to want to run away from his master." And he proposed a cure: The master must turn the "negro" into a knee bender. We also saw the work of psychiatry in the torture program that psychiatrists and psychologists help the George W. Bush and Dick Cheney's government developed during the Iraq war. When you next go to an emergency room, be aware that hospitals have a hidden section where they hold people they deem to have demonstrated signs of one of the hundreds of contradictory and useless psychiatric labels in the DMS5, where many people are held against their will and sedated. In short, psychiatry is the sales force for drug companies. What you also may not be aware of is that in the United States today, millions of Americans are being compelled by court order to allow mental health charlatans into their homes to inject them with slow-released powerful psychiatric drugs with terrifying side effects. Some U.S. citizens have resorted to fleeing the country to escape this tyrannical debacle. But, most outrageous of all is the continuing practice of subjecting perfectly normal human beings who may be reacting to extreme stress in their lives, systemic oppression, trauma, or abject poverty and society's dysfunctions, to electroshock that literally fry their brains. After this crime against humanity is committed, the delusional psychiatrists then exclaim, [See, we told you he / she was crazy]. But as despicable and abhorrent as those practices may be, it is the millions of children, some as young as 3, who today are being drugged up for such thing as incompetent teachers who should know how to deal and teach children with attention deficit disorder, fidgeting students, children who don't follow rules, and little space cadets. Those are normal childhood developmental behaviors, which as a society, we have turned into diseases. Psychiatric medicines seemingly work for a time. Yes! And then in the long run they cause more problems than they are worth. Beside, you can never stop taking them, because they are designed to mess with your brain structural functions.
