2019 Chemung County Executive’s personnel and salary requestsSubject: 2019 County Executive’s personnel and salary requests The undersigned Chemung County residents urge the Chemung County Legislature to table the personnel appointments and salary requests submitted by County Executive Chris Moss until the general legislative meeting on February 12, 2019. This delay will allow the legislature the appropriate time to review the appointments and salaries requested by the Chemung County Executive. We believe that tabling the decision on appointees would be a prudent decision that would allow each member of the legislature to make an informed decision on each of the appointees and assist in making the Chemung County Legislature a more open and transparent body. Background: On December 31, 2018, Bill McCarthy (D, District 12) was removed from a personnel committee assignment and replaced with Tom Sweet (R, District 3) with no explanation. The decision to remove Mr. McCarthy from the committee facilitates the ability of the county executive to have appointees approved strictly on a party-line vote and without the opportunity for seconding any objection to an appointee. On January 7, 2019 t the personnel committee met for the first time. Prior to the meeting, none of the members of the legislature were provided any information on the proposed appointees such as a resume, vitae or summary of education and experience. Due to understandable concern about the lack of information on proposed appointees, Minority Leader Christina Sonsire ( D, District 7) asked that the appointments be tabled until February to allow the legislature adequate time to review these appointees. Minority Leader Sonsire could not get a second to her motion from any of the other members of the committee. Close National Parks During #TrumpShutdownThe Trump Shutdown is causing enormous damage to our national parks and the wildlife that call them home. Visitors to some parks have left piles of trash and waste near roadsides, making the parks unsanitary and putting bears, coyotes, and wolves in future peril. The National Park Service has worked for decades to prevent large predators from becoming accustomed to food from people. Park visitors are jeopardizing all of these efforts by causing animals to become habituated to seeking food near roadsides and other places where visitors gather. When the shutdown ends, these animals will continue to seek food near people, potentially leading to conflicts that could result in the killing of wildlife. The National Park Service estimates that there were more than 300 million visits to parks in 2017. Even a fraction of that traffic can cause potentially catastrophic damage. Joshua Tree National Park recently announced it would close all or a portion of the park following vandalism to its namesake tree and other plants and park lands. Point Reyes National Seashore in California was closed for health reasons after human waste accumulated and Yosemite National Park closed some of its most frequented trails, "due to lack of restrooms and resulting impacts from human waste." Former National Park Service Director Jonathan Jarvis cited the great risk in an Op Ed her recently wrote: "Leaving the parks open without these essential staff is equivalent to leaving the Smithsonian museums open without any staff to protect the priceless artefacts." In previous shutdowns, the parks have been closed to protect these iconic, treasured spaces from damage such as that which we are now seeeing. Former Interior Secretary Ryan Zinke decided in one of his final acts as a member of the Trump Administration to leave them open, despite precedent otherwise. NO to #TrumpShutdown!As President Trump continues to hold federal government paychecks hostage over billions of dollars for a wasteful and unnecessary wall, federal workers and contractors from nine departments are out of work, leaving thousands of families to scrape by without a paycheck. There are 800,000 people in the federal workforce impacted by the shutdown, including low-wage workers. And that does not account for the contractors, including janitors, food service workers, and security guards who will not get back pay when the government reopens but still need to find ways to pay for childcare, housing, food, medicine, and support their families. Each day the shutdown continues, there are severe consequences for American families, small businesses and the economy. The economic ripple effects of the government shutdown cannot be underestimated. The 2013 shutdown, which lasted 16 days, cost our economy between 2 to 6 billion dollars in lost output. America’s families cannot afford this shut down and they cannot afford having our tax dollars, that should be used to improve our schools, childcare, and health care, being held hostage for a hateful and wasteful wall by the Trump administration. The wall is not just a hateful symbol of exclusion, it will kill wildlife by interfering with migration patterns and wildlife access to food and water. It will cause dangerous flooding, causing millions of dollars in damages to the environment and local businesses and endangering the lives of border residents. It will stomp on the rights of private landowners resulting in a large government land grab that strips private landowners of their lands. President Trump is manufacturing a crisis just to deliver on a hateful promise to his political base of support. The truth is that there is no security crisis at the border, and unauthorized border crossings are at historic lows, down over 75% since 2000. Failure to act to help furloughed federal workers is likely to result in profit down the line for these corporations who were so recently beneficiaries of that very government. What these companies will collect in penalties, fines, fees, and high rates of interest is so tiny compared to the magnanimity of the windfall they received as their tax liability was reduced.
