Pass the California Homeowner Bill of Rights! CALL TO ACTION!URGENT! Stop the banking lobby and the California Chamber of Commerce from blocking the CA Homeowner Bill of Rights. WHAT DOES THE CALIFORNIA HBR DO? In response to the foreclosure crisis, CA Attorney General Kamala Harris and key state Assemblypersons and Senators have put the California Homeowner Bill of Rights (HBR) on the legislative agenda. The “Bill of Rights” is a package of bills to give greater protection to homeowners facing foreclosure, to neighborhoods and municipalities impacted by the wave of foreclosures, and to tenants living in foreclosed properties. We need to show support for this legislative initiative quickly and effectively. The Banking Lobby has already moved to table the legislation in Committee. REASON #1 TO SUPPORT HBR: California is the hardest hit of all fifty states by foreclosures. It is estimated that there will be 2 million homes that have been foreclosed upon in California by the end of this year, with one-third of homeowners currently “underwater” financially, were they must pay more to the banks on their homes than what they are worth. REASON #2 TO SUPPORT HBR: As an example of fraudulent bank behavior, San Francisco Assessor Phil Ting has documented that 84% of all foreclosures in SF County are based on documents that are suspect or fraudulent. This is typical across the state and nationally, as documented in the government's own HUD report. The requirement that the banks provide legal foreclosure documentation and other common sense and fair measures in the California Homeowners Bill of Rights, would likely reduce the foreclosure rate in California by over 75 percent, as has happened in Nevada where a similar package of foreclosure abatement laws have passed. The bill also provides for more effective criminal enforcement against mortgage and foreclosure-related fraud. The CALIFORNIA HOMEOWNER BILL OF RIGHTS is a set of homeowner-friendly bills that can protect millions of California homeowners and communities state-wide from fraudulent banking practices, if passed by the Legislature. Stop the banking lobby and the Chamber of Commerce from blocking HBR. BELOW IS A SUMMARY OF THE LEGISLATIVE PACKAGE COMPRISING THE CA HOMEOWNER BILL OF RIGHTS: 1) Basic standards of fairness in the mortgage process, including an end to foreclosure document fraud, such as "robo-signing" and false notarizations and a stop to unsuspected "dual-track" foreclosures when still in compliance with another bank representative. 2) Transparency in the mortgage process, including a single point of contact for homeowners. 3) Community tools to prevent blight after banks foreclose upon homes. 4) Tenant protections after foreclosures. 5) Enhanced law enforcement to defend homeowner rights - paid for by fees imposed on banks. 6) A special grand jury to investigate financial and foreclosure crime.726 of 800 SignaturesCreated by Charles Davidson

A Congressman/woman collects a salary while in office and receives no pay when they're out of office. 2. Congress (past, present & future) participates in Social Security. All funds in the Congressional retirement fund move to the Social Security system immediately. All future funds flow into the Social Security system, and Congress participates with the American people. It may not be used for any other purpose. 3. Congress can purchase their own retirement plan, just as all Americans do. 4. Congress will no longer vote themselves a pay raise. Congressional pay will rise by the lower of CPI or 3%. 5. Congress loses their current health care system and participates in the same health care system as the American people, that is to include having Medicare and Medicaid. 6. Congress must equally abide by all laws they impose on the American people. 7. All contracts with past and present Congressmen/women are void effective 12/31/12. The American people did not make this contract with Congressmen/women. Congressmen/women made all these contracts for themselves. Serving in Congress is an honor, not a career. The Founding Fathers envisioned citizen legislators, so ours should serve their term(s), then go home and back to work. Tell the US Chamber of Commerce that their job is not Politics!I have tolerated but not gotten used to the Super Pacs and their Rhetoric ads on Politics and was shocked to see the latest attack ads paid for by the US Chamber of Commerce. I remember the Chamber of Commerce as an entity developed to help broaden the networking base of local and national businesses not to endorse political views. In my opinion, the US Chamber of Commerce could find more productive uses for it's members dues. For instance, sponsoring Employment Job Fairs would help the US Chamber members to higher employees suited to their needs and put job seekers in front of strong community businesses looking to hire. All or NoneIt is meant to get the attention of those that prohibit Americans from the medical benefits that marijuana (has proven to the world) is able and can help ppl deal with illnesses and cure other illnesses in some cases. I ask this, if one plant is banned even knowing it has helpful properties. Then every plant used by Americans should be as well. We cant openly use plants if a plant that has medical benefits is banned. All planets should in fair turn be banned for human use and or consumption. Make it pass. Current Vicious Dog Law Needs to be RevisedThis petition is to change the existing Vicious Dog Law (NJSA 4:19-22) in NJ to protect human beings from any dog who has been shown to be aggressive and has caused injury and pain by an attack on a person. The current law requires that the dog must be shown to have been previously vicious and attacked unprovoked before a municipal judge will order the dog to be euthanized. This is done by assigning a 3-digit number to the dog which follows it around the state. In other words, more than one person must suffer an injury before the law will stop the animal from causing more injury in the future. My 4-year-old granddaughter was maimed and disfigured by a pit bull/boxer mix who has shown previous aggression and has nipped others since. The dog is being protected by the municipality where it now resides because "It appears to be happy and healthy." Meanwhile the child is left to face mutiple surgeries and many nights of terror-filled dreams. We have no recourse against the animal with the current law as it is written and so I hope to encourage a change in the current law so that innocent children and other persons will not have to wait for an animal to viciously attack before it can be stopped by seizing and euthanizing it. Why should a vicious animal be allowed more chances to prove its dangerous temperament? Homeowners Fight Warrantless SearchesKnock knock? Who’s there? Your worst nightmare, the Buildings Department and he wants to search your home. He isn’t wearing a police uniform. If he was, he would have to produce a search warrant, obtained only with evidence of probable cause of wrongdoing. Think it can’t happen to you? Think again and you have every reason to be afraid. This is a sweeping trend across America. In financially strapped towns and counties, Building Depts. are sidestepping homeowners’ 4th and 5th Amendment Constitutional rights. Warrantless searches are conducted by building inspectors to find as many violations as possible. Violations include the "Historic review of the property file" which can hold you accountable for work completed on your home that was grandfathered in, done before you purchased it and is documented in building files and on official county property records. Costs can rise to $10,000 or more. Homeowners’ lives are disrupted with short deadlines and court dates. They are put at risk of foreclosure, which would further lower property values. The method being used to increase revenue is a totally unfair and discriminatory backdoor tax. For example, in NY, North Hempstead Town Supervisor Jon Kaiman has repeatedly cited the revenue generated by the Buildings Dept. in his State of the Town speeches, starting in his 2005 address: "Our daily operations are generating more revenue. Our Buildings Department brought in over $2 million in permit revenue in 2004, while our Code and Building inspectors, with the help of aggressive prosecution from our Town Attorney’s office, has increased fine revenue some 500% over 2003 numbers." This has been such a successful revenue generator, Nassau County has shuttered half the police precincts in the county while hiring at the Building Dept. They are hiring former police, particularly as Commissioner of the Building Dept. The current ad for the position lists qualifications as a minimum of 20 years in law enforcement and a degree in criminal justice, with no experience in architecture or buildings. This explains why homeowners are being treated as law breakers, but without any of the protections law breakers receive, such as the requirement to be provided with legal representation to defend themselves and the need to show probable cause to get a search warrant to search their homes. Please sign this petition to stop these injustices and reform Building Dept. Practices so they stop treating homeowners as lawbreakers and stop issuing violations for grandfathered improvements, which leaves the homeowner needing to pay for a costly legal fight.
