Send drug and alcohol offenders to rehab not prisonIt costs the state about 35 thousand dollars a year to send a person to prison. Drug and alcohol offenders need help which only a rehab clinic can provide. Prison doesn't work for these people that is why there are so many that end up going back over and over. It is time to try something new.
