Syringe access and exchange programs became a financial priority of the SF Department of Public Health in the 90's as a way of reducing and controlling the spread of HepC and HIV. These programs are mainly run by volunteers, who distribute clean needles, safer sex tools, and other safe drug usage items (ie caps for crack pipes, sterile water and tourniquets, to name a few) to those who want them. Over the years, studies show that the epidemic of new outbreaks has come to a very low and steady number, which can be directly attributed to the success of these programs and the awareness they share. Syringe access programs can be found scattered nationwide, however, they are very few and far between. In 2009, after decades of fighting for federal funds, a ban was lifted, granting limited funding to programs nationwide. This was a huge success, and opened the doors for more safe access sites where they were needed. Unfortunately, in December of last year (2011), the ban was put back into effect with the government's fear of condoning drug use.

Our country was founded on landowner rights and those rights are defined in our U.S. and State Constitutions. Politicians need to understand that we recognize what they are doing. Senate Bill (SB) 2073, would now reduce the revenues available to local taxing districts in tax-capped counties. Where property assessments are declining, the bills would prevent any increase in the aggregate tax levy extension, even though the costs to provide services continue to rise with inflation. This bill will directly affect libraries in property tax-capped counties by not allowing for any increase in the property tax extension, ignoring escalating budget factors that are beyond the control of the library such as insurance programs (property, liability, unemployment, workers' compensation), employee benefits, fuel supplies, etc.

This Senate bill would discriminate against absentee owners who manage the renting of their unit themselves. This bill would mandate that the owner hire a real estate broker to manage the unit and have to pay40%-60% of the rental fees to the broker. This would cause many owners to sell their units and further bring down housing value. Owners would lose control of their legal property.
