fracking is risky. It involves chemical spills and exposes our drinking water to cancerous compounds such as ethylene glycol, formaldehyde, toluene and others.

Among the many dubious provisions in the 2005 energy bill was one dubbed the Halliburton loophole, which was inserted at the behest of then-Vice President Dick Cheney, a former chief executive of Halliburton. It stripped the Environmental Protection Agency (EPA) of its authority to regulate a drilling process called hydraulic fracturing. Invented by Halliburton in the 1940s, it involves injecting a mixture of water, sand, and chemicals, some of them toxic, into underground rock formations to blast them open and release natural gas.

In April, the Obama Administration said that clean water is the foundation for healthy communities and a healthy environment. I agree completely, and urge you to make sure that the clean water policies being proposed by the U.S. Environmental Protection Agency and the Army Corps of Engineers move forward.

Unless Congress acts to reinstate the pretax benefits, there will be a bias in favor of automobile commuting, with public transit commuters only able to set aside $125 a month, and auto commuters allowed up to $240 a month. The XL Pipeline terminates at Port Arthur Texas. Port Arthur is an export port. Valero, one of the backers of the pipeline, intends to export the refined oil in the form of diesel to Europe and Asia. Trans Canada has already testified that if the product can't be exported the refineries will back out of the deal. Why do we risk our land, our air and get nothing? Tell Congress we aren't stupid. According to Waste Management World (http://www.container-recycling.org/media/newsarticles/plastic/2006/5-WMW-DownDrain.htm) "Each day in the US more than 60 million plastic water bottles are thrown away. Most end up in landfills or incinerators, and millions litter America’s streets, parks and waterways." Unfortunately, voluntary recycling of these items is not working. The amount of plastic beverage bottles littering our streets and contaminating our waterways would be reduced if we would require ALL Plastic Beverage Bottles have a deposit on them. Please show Congress that we care about our environment and ask them to stand up to the beverage and retail industries and their trade associations, including the International Bottled Water Association. Statistics prove that the financial incentive of a deposit increases the amount of recycling in all states that have initiated this action.
