National Popular Vote Compact2016 is the second election in 16 years where the candidate with the most popular vote was not elected president. The Electoral College system is outdated but to pass a constitutional amendment to eliminate it is close to impossible. By having states with a majority of electoral votes agree to give their electoral votes to the winner of the popular vote will mean that in future elections the winner of the popular vote will become President. There are other benefits for elections to be decided by popular vote. With the current system only swing states get the attention of candidates. Other states with solid majorities for either party are ignored as are the issues that are most important to the voters of these states. It is also true that the Electoral College means that the value of a vote is not the same in each state. When elections are decided by popular vote all votes are equal. Enact National Universal Vote By MailTURNOUT, TURNOUT, TURNOUT: The most recent estimates for the 2016 Presidental Election put National voter turnout at 56.9% of registered voters. By contrast, Oregon had 76.87%. Oregon has universal, opt-out, Vote-by-Mail. If Vote-by-Mail were national, that one simple law would have kept us out of the mess we're in. Voter suppression: Gone. Voter intimidation: Gone. Voter inconvenience: Gone. If we can't enact it at the National level, let's enact at the state level in every state possible. Even just states with Democratic Governors would be enough to change the equation. Oregon passed its Vote-by-Mail law by ballot initiative rather than through the legislative process. Republicans don't want to make it easier to vote for a single reason: high voter turnout favors Democrats. We've just seen the devastating results of this voter suppression strategy.
