Change the designation of military Service Dogs to Canine Soldiers and afford them full benefits. When they retire or are no longer "useful" they should be entitled to transportation back to the U.S. and get full Veterinarian benefits. Handlers should be able to keep the dogs and get financial support in association with keeping the dogs.
