Petition to Reverse Attendance Policy for HACA Elementary Program and All Online Secondary ProgramsThe reasons for requesting this reversal are as follows: 1. This policy places an unnecessary burden on working parents during an already stressful situation due to the pandemic. For the HACA programs: Many working parents chose HACA for a variety of reasons, but a majority chose to do so due to health concerns for their children and family members. Working parents have rearranged their lives and work schedule in order to make sure their children succeed in the HACA program. And, many chose the HACA program over others in order to keep their tax dollars in the district. For all online education: To change this policy now, only 9 weeks into the year, may force parents to choose between their jobs and their children’s education/health or to move their children to an asynchronous cyber program outside of the district. 2. For HACA Program: The decision to change this policy should not have been made AFTER parents were required to commit to another 9 week term of the HACA cyber program. 3. A lot of research has emphasized that asynchronous online teaching is the best practice for maintaining equity, because the requirement of synchronous learning widens the gap for students who do not have easy access to the internet or whose parents’ work situation requires flexibility. 4. The Department of Education lists the completion of work by the following day as a way to record attendance. In fact, they define attendance in the following terms: “students' physical exposure to or contact with learning activities.” Completion of work the following day meets this standard as outlined in Table 2: Sample decision matrix for remote learning days. For HACA Elementary: There is NO asynchronous option for elementary cyber education as there is at the secondary level. Without this option, it is unethical to require students to attend live, synchronous classes. It is for these reasons that we request the reversal of the attendance policy. We only ask that the district act in a fair and equitable manner that does not put undue stress on working families as well as those without consistent technological access. The district has repeatedly respected the needs of parents in the school district by opening brick and mortar elementary schools for 5 days a week and voting to keep schools open despite the recommendation by the Department of Health. We ask that Superintendent Wolicki and the HASD School Board do the same for cyber parents, respecting the unique needs and challenges for those enrolled in the HACA program. In addition, at the secondary level, students must follow the flex A/B schedule which requires student attendance online without considering the adjustment families must make to accommodate this hybrid format. Rollback Trump's Climate Catastrophe!The Climate Justice Committee calls on Biden to turn back Trump's Executive Orders that exacerbate climate change and environmental damage to the world. We call on Biden to sign Executive Orders overturning the damage done by Trump. These are by no means the only Executive Orders that need to go, but this would be a good start for Biden to show the climate justice movement that he takes climate change seriously. To do so requires nothing more than the signing of his pen, which is all it took for Trump to enact them in the first place. Lights at Elysian Park Basketball CourtsWe have all been experiencing limited exercise and social options due to the COVID-19. By not having lights at the elysian park basketball court it eliminates yet another opportunity of getting daily exercise and socializing. Hoboken loves basketball and almost every other court in the city has lights. With daylight savings darkness falls at 4:30 everyday. Putting lights in would make Hoboken more welcoming and allow many people to enjoy their daily life a little more. We see the benefits at Church Square Park where the courts have lights and residents of all ages benefit. Rape Kit Backlog Legislation ReformFor all rapes reported to police, only 34.5% are cleared by arrest, and even fewer actually lead to convictions. This is an alarming number given the fact that approximately 20% of women in the U.S. have experienced an attempted, or completed rape in her lifetime. According to aggregate data, for every 1,000 rapes, nearly 38.4% are reported to police, and only 7 result in a felony conviction. Given the disparity between the occurrence of rape, and the number of rape cases that result in conviction, it is apparent the system is inadequate at providing justice for victims. While the numbers are vague, experts estimate 200,000, or more rape kits are lying, unsubmitted in police departments all over the U.S. According to the Maryland Sexual Assault Evidency Policy and Funding Committee, there are 6,000 untested kits in Maryland. Not only does this impede the justice system’s ability to prosecute offenders, but it leaves victims tragically unvindicated. By these rape kits going untested, rapists remain free and justice is not sought out. Legislation will allow for offenders, especially serial rapists, to be arrested and convicted, giving survivors the justice they deserve. With this legislation in place, Maryland will be able to do our part in ending the backlog of rape kits.
